The article is dedicated to the Intelligent Web Reader developed by IVO Software LLC. IWR web browser enables blind and partially sighted people surf the Internet. Author concentrates on the subject of an availability of an access to the Internet for visually impaired people. In addition, the author describes the W3C standards concerning development of  websites for blind and partially sighted users.
